You may destroy the irrigation and mining improvements of enemies by moving a unit into an improved square and ordering the unit to pillage. This reduces the production of the nearby city and forces the enemy to redo the work later to restore it. If you have plans to capture the nearby city, it may be best not to pillage because the city and production may soon be yours.
